About The Position The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $95,788 per year to $132,671 per year, based on the candidate’s qualifications and experience. Who We Are The Department of Correction and Rehabilitation is recruiting for an MLS Manager III / Records Manager. The Records section operates 24 hours/7 days weekly, providing administrative services to multiple public safety stakeholders, including judicial officers, court personnel, law enforcement agencies, offenders and their families, and the public. The responsibilities involve processing and ensuring the accurate maintenance of incarcerated individuals’ criminal records for over 12,000 annual intakes and calculating over 2,500 new Sentenced Diminution of Confinement Records annually to determine release dates. Who We Are Looking For The MLS Manager III / Records Manager should be highly motivated and skilled and will be responsible for the department’s Record Section located at the Montgomery County Detention Center (1307 Seven Locks Road, Rockville, MD 20854). The selected incumbent will work a day shift, Monday – Friday, and is responsible for independently planning, assigning, coordinating, and reviewing day‑to‑day activities of the Records Section in support of the Department’s goals and objectives related to the lawful confinement and release of incarcerated individuals committed to the DOCR. What You’ll Be Doing Manage the overall operations of the Inmate Records Unit and its employees who work shifts providing customer service to departmental staff, courts, other law enforcement agencies, and the public on a 24‑hour, 7‑day‑a‑week basis. Program development, implementation, and continuous coordination of existing and new departmental information management systems, including the Montgomery County/VINE Interface for victim notification of released inmates. Review, interpret, verify, and make recommendations on incarcerated individuals’ commitments, release orders, detainers, and other court documents in accordance with applicable laws. Interpret pertinent laws and regulations relating to the release of incarcerated individual information. Ensure appropriate scheduling for staffing of the Unit. Train and perform performance evaluations of supervisory staff (Assistant Records Manager) and maintain adequate in‑service training levels for staff. Oversee the continuous systematic processing, storing, and retrieval of information in various forms, including paper and online computer systems, in accordance with Division and Departmental Policies and Procedures and federal, state, or local laws. Review and approve billing submissions for state and federal reimbursements. Represent the Department in depositions and court proceedings as the official “Custodian of Records” in response to subpoenas for both criminal and civil matters. Attend structured meetings as the Department Liaison with other Department personnel, law enforcement, criminal justice, governmental, and other non‑criminal justice agencies to advance Division/Department goals and objectives. Minimum Qualifications Five (5) years of progressively responsible professional experience in the Criminal Justice System, interpreting Federal, State, and County laws and regulations as they pertain to incarcerated individuals’ commitment and discharge. Graduation from an accredited college or university with a Bachelor’s Degree. Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job‑related duties. An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications. Preferred Criteria, Interview Preferences Knowledge of correctional practices, procedures, workflow, public relations, and customer service. Experience pertaining to records management and public information. Knowledge of Annotated Code of Maryland Criminal Laws (related to legal confinement), COMAR Regulations, Maryland Sentencing Guidelines, and Parole and Probation Guidelines. Ability to analyze data, prepare reports, and give presentations. Knowledge of the Justice Reinvestment Act (JRA) related to the calculation of the diminution of confinement record. Experience managing program operations and supervising employees in a unionized environment. Experience with Criminal Justice Systems applicable to the daily work activities of a correctional agency, and practices specific to court processes.
